- Queue tiers
- Sponsored and non-sponsored research initiatives
- Charging (per-unit? What model? Comput Condos?)
- Security policies and compliance
- Project and user lifecycles
- MOUs, SLAs, and how to sunset an activity
- Rapid-response and emergency needs
